How it's calculated
The entered date and time is treated as the local wall-clock time in the "From" zone, converted to the underlying UTC instant using your browser's built-in time zone database, then formatted in the "To" zone. Because the database is date-aware, daylight saving transitions are applied correctly for whatever date you pick — a January conversion and a July conversion between the same two zones can have different offsets.

Why do only some zones appear in the list?
A representative, commonly used zone is listed per region rather than all ~400 IANA time zones, to keep the list manageable. Most zones within the same country share the same offset as the listed one.
